I don't think water "has broken". I think it's a special case of the verb, like how one never uses "hung" as the past action in a lynching, but always "hanged." I think it's just broke. One might say, "would have broke," "has or had broke."

No; broke is what dad will be when he realizes that he needs a package of mini diapers every couple of days - and oh, the feeling continues for 20-some years.
