that's too bad - Dioxin is nasty stuff: it can leach out of bleached paper too if it's bleached with chlorine. I was part of a lawsuit to sue to state of Oregon in 1988 & 1989 to stop the use of such bleached papers for milk containers: since the milk fats 'pulled' the dioxin out of the paper - we had all 6 papermills & the state agriculture dept. file interventions - the agg. dept won with the argument "it doesn't matter how toxic it is, the agg dept.not the education dept has to decide packaging of foods,and we don't have a rule against toxins in school like the education dept does" It was a classic, nasty catch-22 which meant we couldn't change the packaging for school milks. nowadays though many of those milk cartons are oxygen-bleached which solves the problem.
